Abstract

The Amazon is known for its rich biodiversity and the unique cultures of its native and traditional peoples, making it a subject of both national and international interest. Protecting this biodiversity is a recurring topic in the discussions about climate change and its impacts on society and the environment. Climate finance has become an essential part of these discussions, highlighting the need to allocate a portion of these financial resources to Amazon to implement measures for mitigating and adapting to climate change. However, the Amazonian reality includes traditional environmental and cultural riches and cities with concentrated urban development where most of society and essential services are found. Thus, the article poses the question: Do Amazonian cities play a role in the ongoing climate change and climate finance discussion? The methodology for addressing this question involved two main steps, primarily utilizing secondary data from the institutions' databases that finance and monitor the global and national flow of climate finance. The result revealed that 5% of the funding received by the Amazon from 1960 to 2019 was allocated to cities, and 1% targeted climate change in Amazonian cities. Considering the data and final results, it is worth mentioning that Amazon is receiving significant investments for mitigation and adaptation measures related to climate change. However, these financial investments do not significantly include cities.

Author Biographies

Géssica dos Santos Rodrigues, Museu Paraense Emílio Goeldi

Bachelor's and Master's degrees in Geography from the Federal University of Pará, with an emphasis on Physical Geography, Risk Analysis, Vulnerability, Climate Change, Climate Financing, Preparedness and Amazonian Cities. I began my academic career as a scholarship holder of the Scientific Initiation Program, by the Amazon Foundation for Studies and Research Support (FAPESPA) working on the project Risk, Climate Disasters and their Impacts on Water and Food Security in the State of Pará in the Context of Climate Change - Period 2015-2016. In this project, I developed an analysis of the water vulnerability of 28 municipalities in the state of Pará. From 2016 to 2017, I worked as a scholarship holder of the Institutional Scientific Initiation Program (PIBIC) at the Federal University of Pará, with the work entitled Socioenvironmental Risk of Mining Tailings Dams in the State of Pará. This work was aimed at identifying and analyzing the risk and potential damage of tailings dams in Pará. As a member of the Study and Research Group on Disasters in the Amazon and the Graduate Program in Geography (PPGEO/UFPA), between 2019 and 2021, I developed the work entitled: Climate Financing for Amazonian Cities: Analysis of Readiness and Vulnerability to Extreme Flood Events. This was the first time that a work with these themes associated with each other was developed in the Amazon, being considered of high relevance in the face of climate change. Currently, I am part of the team of researchers at the Museu Paraense Emílio Goeldi focusing on Geoprocessing and spatial analysis in the project to Review and Update the List of Endangered Flora Species of the State of Pará, in partnership with the Rio de Janeiro Botanical Garden, the Institute for Forestry and Biodiversity Development of the State of Pará (IDEFLOR) and the São Paulo Research Foundation (FAPESP).

Cláudio Fabian Szlafsztein, Universidade Federal do Pará

Full Professor at the Federal University of Pará (UFPA). He holds a degree in Geology from the University of Buenos Aires (Argentina 1991), a Master's degree in Environmental Sciences from Hokkaido University (Japan 1995) and a PhD in Natural Sciences (Geography) from Kiel University (Germany, 2003). Visiting Professor at the University of Pittsburgh (United States) (2021-2022). He has experience in the areas of spatial planning and zoning, coastal management, disaster risk and vulnerability management and analysis, and adaptation to climate change. CNPQ PQ2 Productivity Scholarship (2017-2021). He was coordinator of the Postgraduate Program in Natural Resource Management in the Amazon (UFPA 2010-2011), General Director of the Environmental Center (UFPA 2013-2014), Pro-Rector of International Relations at UFPA (2016) and Director of International Relations at UFPA (2016-2019). He is currently a Professor at the Center for Advanced Amazonian Studies. Member of the Panel of Experts of the UNFCCC and the International Society for Development and Sustainability (Japan). President of the Association of Brazilian Scholars in Germany (Pará state section).
