Abstract

This article examines the democratization of information through plain language in Ceará, emphasizing its role in social inclusion. The central issue is how to overcome informational barriers that limit democratic participation, particularly in contexts of functional illiteracy. The objective is to evaluate plain language as a tool for democratization by analyzing its implementation and impacts in the state. The qualitative methodology was based on document analysis, legal frameworks, and bibliographic research. Results indicate that plain language expands access to information and strengthens social accountability, though challenges persist, such as the exclusion of marginalized voices. The study concludes that this policy is essential for a more inclusive democracy, requiring cultural changes in public administration.
